ASSOCIATE CIVIL ENGINEER

The Marin County Human Resources Department and the Marin County Department of Public Works are announcing a recruitment for the position of Associate Civil Engineer. One full-time vacancy currently exists in the Land Development Division. The eligibility list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur in this position while the list remains active. Eligibility lists remain active for a minimum of six months.

 

Within the Land Development Division of the Department of Public Works, the Associate Civil Engineer will manage and review the day-to-day operations of the division, including review and approval of trip transportation, film, creek, grading, building and encroachment permits as well as preparation and/or review of corner records, records of survey, lot line adjustments, parcel and final maps. The Associate Civil Engineer will serve as a working supervisor for six to seven employees or project leader on assignments requiring considerable professional knowledge of design principles, construction codes and regulations including CEQA/NEPA, NPDES and accessibility requirements, and as an engineer reviewing complex plans requiring highly technical engineering analyses.

 

The ideal candidate is technically knowledgeable and experienced in the principles and practices of civil engineering, traffic and transportation engineering and public works design, municipal codes and construction methods. The ideal candidate will have a surveyor’s license to assist with review and approval of corner records, records of survey, lot line adjustment, master and final maps. They will be an effective communicator, both orally and in writing, and be able to represent the County in meetings and presentations to various groups, including community groups, regulatory and other governmental agencies, and the general public. The ideal candidate is customer focused and interpersonally effective in dealing with staff, other county departments, engineers, contractors and the public and in coordinating with other agencies when necessary. The ideal candidate is able to analyze and evaluate alternatives, make sound recommendations and prepare effective technical staff reports. They will also be accountable and able to schedule and carry through assignments with independence and thrive in a team environment that encourages cooperation, communication and mutual sharing of risk, responsibility and reward.

 

MINIMUM QUALIFICATIONS: Registration as a civil engineer issued by the California State Board of Registration for Civil Professional Engineers is required and three years of increasingly responsible professional engineering experience which provides the knowledge and abilities shown on the class specification.

 

HIGHLY DESIRED: Registration as a Licensed Surveyor issued by the California State Board of Registration and possession of a Construction General Permit Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD) certification.
